ANTI-TERRORISM ACTION BY CONGRESS WINS PRAISE.(MAIN)

Attorney General John Ashcroft praised Congress Thursday for moving ahead on anti-terrorism measures that would make it easier to detain suspects and wiretap phones and e-mails. The full House and Senate are expected to vote on their versions of the legislation as early as next Wednesday and then try to hammer out differences and send a final measure to President Bush to sign into law. The House bill requires that most of the new laws would at the end of 2003. …
